Exempts members of the National Guard from motor vehicle emissions testing requirements while serving on active duty.

Requires National Guard members to present their vehicles for emissions inspection no later than ninety days after concluding active duty service.

Requires National Guard members to provide proof of active duty service at the time of inspection, with the commissioner determining what constitutes acceptable proof to inspection facilities.

Takes effect October 1, 2023 and amends Connecticut General Statutes section 14-164c(d).
