Prohibits any person doing business in Connecticut from knowingly or intentionally exposing another person to products developed or tested with human cells without providing a clear and reasonable warning.

Requires warnings to include a disclaimer that the product was developed or tested with human cells and the address of a website disclosing the origin of the human cells, the method of obtaining them, and the medical or scientific name of the human cell base line used.

Makes failure to provide the required warning subject to civil or criminal penalties.
