Vehicle rental companies cannot require customers to show proof of a credit card for rentals of 30 days or less, though cash customers must apply for approval up to three business days in advance and provide suitable identification and a reasonable deposit.

Additional drivers on a rental contract cannot be required to show proof of a credit card if they provide a valid motor vehicle operator's license and the primary customer shows proof of holding a credit card.

Rental contracts with collision damage waivers must comply with state insurance law, provide conspicuous notice of coverage details, annualized rates, and inform lessees that personal auto insurance may cover collision and fire/theft damage.

Rental companies are prohibited from making false or misleading statements about collision damage waivers, omitting material information, or claiming the waiver is mandatory.

Loss of use charges are capped at 60 percent of the daily rental fee for a maximum of 7 days when a vehicle is damaged, and lessees must receive a plain language oral explanation of this provision.

Violations of the collision damage waiver provisions are considered unfair and deceptive trade practices under state law.
