Require the Office of Higher Education to establish a rubric for career pathway training programs and develop an accelerated teacher certification pathway for workers in the trades.

Establish a task force to examine transportation barriers faced by participants in work-based learning programs.

Require the Commissioner of Consumer Protection to adopt regulations setting a 2-to-1 journeyperson to apprentice ratio for electrical, plumbing, heating, piping and cooling, sprinkler filter, and sheet metal work from July 1, 2023, through June 30, 2025.

Require the Commissioner of Consumer Protection and Labor Commissioner to increase fines for contractors violating the journeyperson to apprentice ratio and develop standards for exceptions that accommodate workforce shortages.

Require the State Auditors of Public Accounts to conduct an audit on the effectiveness of each state-funded workforce development program.
