SB 843: Bail Reform

• Amends general statutes to permit courts to set achievable bail conditions while allowing bail denial when appropriate based on risk assessment.
• Establishes risk of flight standard applied when defendant has means, ties outside jurisdiction, and sufficiently serious charges where no bail conditions would prevent absconding.
• Establishes danger to community standard applied when defendant's offense nature or criminal history makes them so dangerous that no bail conditions would prevent imperil to community, witnesses, or jurors.
• Replaces practice of setting high bail amounts with risk-based analysis that may result in bail denial rather than excessive financial conditions.
