Establishes the Connecticut Career Accelerator Program Account within the Office of Workforce Strategy to support commercial driver's license training and other career training programs through the CareerConneCT workforce training program.

Requires the Office of Workforce Strategy to design a commercial driver's license training program by January 1, 2025, using income share agreements or equivalent financial instruments, with option to procure a consultant for implementation support.

Provides that individuals who receive tuition assistance must repay the account if placed in a job with higher income than prior to training, with no interest charged on repayment obligations; wrap-around supports such as stipends and child care do not require repayment.

Mandates identification of additional training opportunities for careers requiring not more than one year of training and suitable training providers by July 1, 2025, to expand the program.

Requires multiple reports to the General Assembly: design and implementation report by July 1, 2025; additional training opportunities report by July 1, 2026; and annual program performance reports beginning July 1, 2026, including completion rates, job placement rates, wages, and repayment compliance data.
