Amends Connecticut General Statutes title 46b to require law enforcement to present a clear, state-approved written waiver document before questioning any arrested person under eighteen years of age.

Mandates that both the minor and their parent or guardian must sign the Miranda rights waiver document in agreement before any questioning or interrogation can occur.

Requires parental or guardian consultation and written consent as a condition for any minor under eighteen to waive their Miranda rights.

Aims to prevent false confessions and wrongful convictions of minors by raising the age requirement for independent Miranda rights waivers to eighteen years.
