Repeals the Housing Trust Fund Program Advisory Committee requirement, eliminating the mandate for semiannual meetings and advisory input from legislators, housing developers, municipalities, and other stakeholders.

Removes the requirement that the commissioner consider advisory committee recommendations when establishing regulations and criteria for rating Housing Trust Fund proposals.

Maintains the commissioner's authority to establish regulations and criteria for the Housing Trust Fund program in consultation with the Treasurer, Secretary of the Office of Policy and Management, and Connecticut Housing Finance Authority.

Preserves the commissioner's existing powers to audit financial assistance recipients, inspect records, and take protective measures to safeguard state interests in Housing Trust Fund investments.

Becomes effective October 1, 2023, and amends Connecticut General Statutes Section 8-336q.
