Establishes a state goal to implement policies respecting, protecting, and fulfilling a right to affordable, decent, safe, and stable housing for every Connecticut resident

Requires all state agencies and political subdivisions to consider housing rights when adopting policies, regulations, or grant criteria, with priority given to low and moderate income families and those experiencing or at risk of homelessness

Defines five components of the right to housing: protection from housing loss, safe housing meeting basic needs, housing affordability, rehousing assistance for homeless individuals, and recognition of special circumstances for vulnerable populations

Creates a 14-member Right to Housing Committee appointed by legislative leaders, including experts in homelessness, fair housing, low-income housing development, and individuals with lived experience of housing insecurity

Requires the committee to meet at least twice per fiscal year, review proposed housing legislation, and submit annual reports with findings and recommendations to the General Assembly beginning July 1, 2024
