Establishes a $4,000 principal threshold before municipalities can foreclose on liens or assign liens for unpaid sewer assessments and connection/use charges on owner-occupied real estate.

Unpaid sewer assessments and charges become delinquent 30 days after the due date and accrue interest at the same rate as delinquent property taxes.

Liens for unpaid assessments and charges take precedence over all other liens except taxes and may be enforced using the same procedures as property tax liens.

Municipalities may assign sewer assessment liens by resolution, with consideration negotiated between the municipality and assignee, but only if the principal amount exceeds $4,000 on owner-occupied property.

Changes apply to Connecticut General Statutes sections 7-254, 7-258, 22a-506, and 49-92o, effective October 1, 2023 for actions filed on or after that date.
