Repeals and replaces Section 22a-105 of general statutes regarding coastal site plan reviews in municipalities, effective October 1, 2023.

Defines "coastal site plans" to include zoning commission site plans, planning commission subdivision plans, special exception/permit applications, variance applications, and municipal project referrals located fully or partially within coastal boundaries landward of mean high water mark.

Requires coastal site plans to include location of coastal resources, project description with design and construction details, assessment of resource capability and project suitability, and evaluation of beneficial and adverse impacts with mitigation methods.

Permits municipalities to charge filing fees to cover reasonable review costs and grants reviewing boards or commissions authority to approve, modify, condition, or deny proposals based on specified criteria in Section 22a-106.

Specifies that if a project would require multiple coastal site plan reviews, only one consolidated review is necessary, completed by the board or commission rendering the final decision.
