Prohibits the sale, gift, or delivery of kratom products to individuals under 21 years of age, effective October 1, 2023.

Defines "kratom product" as any food product or dietary ingredient containing any part of the mitragyna speciosa plant leaf or its derivatives, including mitragynine and 7-hydroxymitragynine.

Requires retailers and their agents or employees to request proof of age (motor vehicle operator's license, valid passport, or identity card) from individuals attempting to purchase kratom products.

Establishes graduated penalties: up to $300 for first offense, up to $750 for second offense within 24 months, and up to $1,000 for each subsequent offense within 24 months.

Exempts employees from the age restriction when delivering or accepting delivery of kratom products in their official capacity.
