Board of Regents for Higher Education must submit annual reports from July 1, 2024, through July 1, 2030, to the joint standing committee on higher education and employment advancement regarding consolidation of regional community-technical colleges into a state community-technical college.

Reports must compare student performance metrics including completion of introductory math and English courses within one year, reenrollment rates, graduation rates, and transfer rates to four-year institutions within three years of enrollment.

Reports must include student-to-staff ratios for student counselors/advisors, full-time faculty, and part-time or adjunct faculty at each college or campus.

Reports must track the number of executive positions at each regional or state community-technical college campus and personnel counts by location, functional area, and position type including faculty, student support staff, building operations, administrative staff, and executive positions.

"Executive position" is defined to include presidents, directors, chief executive officers, administrative heads, deputies, executive secretaries, and equivalent positions.
