Effective October 1, 2023, Connecticut institutions of higher education are prohibited from refusing to provide transcripts to employers, prospective employers, or U.S. military branches based on student debt.

Institutions cannot condition transcript provision on debt payment or charge fees higher than the actual cost of providing transcripts when debt is owed.

Institutions cannot use transcript provision as a debt collection method.

"Debt" is defined as any obligation or claim due to the institution from a student, but excludes fees charged for the actual cost of providing a transcript.
