Repeals and replaces Connecticut General Statutes Section 17a-593, effective October 1, 2023, governing discharge procedures for acquittees under the Psychiatric Security Review Board's jurisdiction.

Limits acquittee discharge applications to once every six months, with no application permitted sooner than six months after the initial board hearing.

Allows the state's attorney to apply for commitment of acquittees to psychiatric hospitals at least 135 days before their maximum term expiration if they pose danger to themselves or others or are gravely disabled.

Requires the Psychiatric Security Review Board to file a report with findings and conclusions within 90 days of receiving a discharge application or commitment petition.

Places burden of proof on the acquittee to demonstrate by preponderance of evidence that discharge is appropriate, with courts prioritizing public safety as their primary concern.
