Public Act No. 23-36 Summary

• Criminal Justice Information System Governing Board shall design and implement a comprehensive state-wide information technology system to facilitate seamless sharing of information between all state agencies, local police departments, and law enforcement officials, effective October 1, 2023.

• System must include a central integrated database with complete biographical information and vital statistics for all offenders, plus tracking information from investigation through incarceration and release, integrated with electronic monitoring systems, GPS, and offender registries.

• System must include a central electronic repository providing access to all state and local police reports, presentence investigations, psychological and medical reports, criminal records, incarceration and parole records, and court records and transcripts, with scanning facilities for immediate integration and updates.

• System must include centralized analytical tools for criminal case assessment, sentencing analysis, pardon and parole decisions, recidivism forecasting, and collaborative cross-department communication capabilities.

• System shall be Internet-accessible to authorized criminal justice officials, fully integrated with state police and local departments, fully text searchable, secured with high-level protections, accessible to the public subject to privacy controls, and monitored by the Governing Board with Department of Administrative Services assistance; third-party vendors may provide major software and hardware services upon board approval.

• Criminal Justice Information System Governing Board shall submit an annual report to joint standing committees on judiciary and appropriations by January 1 each year detailing system status and additional resources needed.
