Amends Section 8(b) of section 20-10d to require member boards to report to the Interstate Commission any public action or complaint against a licensed physician who has applied for or received an expedited license through the compact.

Amends Section 9(d) of section 20-10d to clarify that member boards may share investigative, litigation, or compliance materials in furtherance of joint or individual investigations initiated under the compact.

Amends Article X, subdivision (7) of section 20-187b to correct the grammar in provisions regarding closed commission meetings, requiring the commission's legal counsel or designee to certify that meetings may be closed and reference relevant exempting provisions.

Requires commissions to keep minutes that fully and clearly describe all matters discussed in meetings, provide summaries of actions taken and persons participating, and keep all minutes and documents from closed meetings under seal subject to release only by majority vote of the commission or court order.
