Expands the definition of "covered individual" under Connecticut's right to counsel program to include any party to a covered housing matter who resides in a distressed municipality, in addition to income-eligible tenants.

Maintains income-eligibility threshold at 80% of state median income (adjusted for family size) or receipt of public assistance including TANF, SNAP, Medicaid, SSI, refugee benefits, rental assistance, or Housing Choice Vouchers.

Extends legal representation coverage to notices to quit, summary process actions under chapters 832 and 412, and administrative proceedings necessary to preserve housing subsidies or prevent lease terminations.

Effective date is October 1, 2023, amending section 47a-75(a) of the Connecticut General Statutes.
