Repeals and replaces Connecticut General Statutes Section 52-225a effective October 1, 2023, governing collateral source payment reductions in personal injury and wrongful death cases.

Requires courts to reduce economic damages awards by collateral source payments received by the claimant, minus amounts paid, contributed, or forfeited by the claimant to secure those benefits.

Excludes from damage reduction any amounts subject to a right of subrogation, agreed upon in full satisfaction of subrogation rights, or for which subrogation rights have not been waived, limited, or extinguished.

Permits courts to receive evidence that healthcare providers or insurers accepted or paid less than billed amounts as evidence of actual collateral source payments made for the claimant's benefit.

Excludes from damage reduction collateral source payments equal to the reduction in economic damages attributable to the claimant's own percentage of negligence under Section 52-572h.
