Establishes an Office of Oversight of Health Care in Correctional Institutions within the Department of Public Health by January 1, 2024, effective July 1, 2023.

Office responsibilities include ensuring implementation of inmate health care plans, establishing delivery guidelines, conducting periodic inspections, recommending improvements, issuing notices of failures, and ordering corrective actions.

Requires the office to develop a model plan in consultation with the Department of Mental Health and Addiction Services by January 1, 2025, setting forth requirements for quality health care delivery to inmates.

Mandates annual reporting to the joint standing committees on public health and judiciary beginning January 1, 2025, covering adequacy and safety of inmate health care, inspection findings, model plan implementation, and legislative recommendations.
