By January 1, 2024, the Commissioner of Energy and Environmental Protection must classify all second-generation anticoagulant rodenticides (containing brodifacoum, bromadiolone, difenacoum, or difethialone) as restricted use pesticides.

Starting October 1, 2023, sale or distribution of second-generation anticoagulant rodenticides in Connecticut is prohibited, including internet sales.

The Commissioner may adopt regulations to allow continued restricted use when necessary to protect threatened or endangered species from invasive rodent populations.

By January 1, 2025, the Commissioner must report to the General Assembly on the implications of these restrictions, including effects on raptor health, public health, agriculture, and administrative resources.

Violations of the sales prohibition carry a civil penalty of up to $5,000 per violation.
