Prohibits the sale, possession, or use of neonicotinoid pesticides starting January 1, 2024, with limited exceptions for agricultural plants and invasive invertebrate pests when no other effective control option exists.

Requires the Commissioner of Energy and Environmental Protection to classify all neonicotinoids labeled for plant treatment as restricted use by January 1, 2018.

Exempts neonicotinoids not labeled for plant use, including those for pet care, veterinary use, and indoor or structural pest control.

Authorizes civil penalties of up to $2,500 per violation for non-compliance with the neonicotinoid restrictions.

Defines "agricultural plant" to include commercially produced plants for sale, research, or experimental purposes (grains, fruits, vegetables, flowering plants, turf grass) but excludes pasture or rangeland used for grazing.
