Out-of-state residents with valid pistol permits from other states may apply directly to the Commissioner of Emergency Services and Public Protection for Connecticut permits, effective July 1, 2023.

The Commissioner shall require out-of-state applicants for initial or renewal permits to submit to state and national criminal history records checks in accordance with section 29-17a.

All provisions of subsections (b), (c), (d), and (e) of section 29-28 apply to out-of-state applicant permits processed by the Commissioner.

Local authorities and the Commissioner shall forward fingerprints to the State Police Bureau of Identification for criminal history records checks, with fingerprints recorded within five business days.

Authorities may waive fingerprinting if the applicant's fingerprints were previously taken, identity was established, and the applicant presents valid identification.
