Requires background checks (state and national criminal history records checks) for both initial security officer license applications and license renewals, effective July 1, 2023.

Eliminates the fingerprint submission requirement for security officer license renewals, though initial applicants must still submit two sets of fingerprints.

Exempts renewal applicants from paying fees for criminal history records checks that are required under the background check process.

Maintains existing disqualifications for licensure including convictions for felonies, sexual offenses, crimes involving moral turpitude, and previous license refusals or revocations.

Preserves the five-year security officer license renewal cycle and maintains the $100 licensing fee structure, with a $25 late fee for renewals filed after expiration.
