Amends section 46b-124 of Connecticut general statutes, effective July 1, 2023, to authorize access to juvenile delinquency records for evaluating proposed firearm transfers to persons under age twenty-one as required by Title II, Section 12001 of the Bipartisan Safer Communities Act, Public Law 117-159.

Expands list of authorized users of juvenile delinquency records to include employees and authorized agents of municipal, state, and federal agencies conducting firearm transfer evaluations for individuals under twenty-one years old.

Maintains existing restrictions on record disclosure, allowing information from juvenile delinquency records to be disclosed only in connection with bail or sentencing reports in open court during criminal proceedings or as otherwise provided by law.

Preserves protections for juvenile records by requiring that records disclosed pursuant to this statute shall not be further disclosed except as specified.
