Automated kiosks for consumer electronics must be installed in secure retail spaces and verify consumer identity using government-issued photo identification with real-time facial comparison.

Kiosk operators must pay consumers in cash or electronic payment for used devices, securely store devices, capture consumer and device images, and be capable of reporting transactional data to law enforcement.

All transaction records and images must be retained for three years and provided to law enforcement upon request within ten business days; used devices cannot be disposed of for fifteen days after sale to allow law enforcement inspection.

Kiosks cannot purchase devices from persons under eighteen years of age.

Compliant automated kiosks are exempt from regulation as junk yards, recycling facilities, junk dealers, pawnbrokers, or secondhand dealers under Connecticut law.
