Clarifies the definition of "consent" for personal data processing to require a clear affirmative act that is freely given, specific, informed, and unambiguous, explicitly excluding acceptance of general terms of use, passive actions like hovering or muting content, and agreements obtained through dark patterns (effective July 1, 2023)

Confirms that cafe permit holders may satisfy food availability requirements through outside vendors who deliver directly or through third parties, and clarifies that alcoholic liquor sales at bowling establishments under cafe permits are unlawful before 11:00 a.m. (effective July 1, 2023)

Sets cafe permit annual fees at $2,000, with reduced graduated fees for prior tavern permit holders: $800 first year, $1,200 second year, $1,600 third year, and $2,000 thereafter

Extends civil and criminal liability protection for food donors to include donations made to senior centers, in addition to nonprofit organizations, nonprofit corporations, and political subdivisions of the state (effective October 1, 2023)
