Repeals and replaces Section 17b-312 to authorize the Commissioner of Social Services to seek a Section 1115 waiver under the Social Security Act to obtain federal funds for the Covered Connecticut program.

Requires the Commissioner of Social Services to consult with the Insurance Commissioner and Office of Health Strategy when seeking and implementing the federal waiver.

Mandates that by January 1, 2024, the commissioner amend the waiver to expand coverage to persons whose income does not exceed 200 percent of the federal poverty level, to the extent permitted under federal law.

Takes effect upon passage.
