Establishes hardship waiver process for delinquent lottery sales agents to reduce interest charges on overdue amounts, allowing payment schedules up to one year for those experiencing undue hardship, effective October 1, 2023.

Modifies penalty structure for delinquent lottery sales agents from compounding interest to simple interest at 1.5% per month, with 10% penalty on principal or $10 minimum, whichever is greater.

Waives annual license renewal fees for Connecticut Lottery Corporation key employees and occupational employees, effective October 1, 2023.

Prohibits Connecticut Lottery Corporation from publishing the name, address, or photograph of lottery and sports wagering winners without prior written consent; removes requirement to automatically remove winners from published lists upon request.

Expands refund intercept program to allow Connecticut Lottery Corporation to collect delinquent lottery sales agent amounts from state tax refunds owed to agents or their guarantors.
