Establishes a housing authority resident quality of life improvement grant program administered by the Department of Housing, with maximum grants of $250,000 per fiscal year to fund improvements to residential buildings as recommended by resident advisory boards, with applications due by October 1, 2023.

Creates a task force to study the federal Housing Choice Voucher Program and its implementation in Connecticut, including evaluation of disparate impacts on at-risk children, youth, and families, with findings due by January 16, 2024.

Redefines "controlling participant" to mean a natural person who is not a minor and who directly or indirectly owns more than 25% of or exercises substantial control over a corporation, partnership, trust, or other entity owning rental real property in the state.

Requires municipalities to collect and maintain current residential addresses of nonresident owners, project-based housing providers, and agents in charge of rental properties, with address changes reported within 21 days.

Requires municipalities to obtain identifying information and current residential addresses of all controlling participants associated with rental properties owned by corporations, partnerships, trusts, or other entities.
