Requires municipalities receiving bona fide offers to purchase municipally owned real property located wholly or partly in another municipality to offer the other municipality a right of first refusal at the same price and substantially equivalent terms and conditions.

The right of first refusal is automatically waived if the other municipality does not accept the offer in writing within 90 days of being offered the right.

Applies to all towns, cities, boroughs, consolidated towns and cities, consolidated towns and boroughs, and their political subdivisions.

Effective July 1, 2023.
