Extends the deadline for the commissioner to adopt regulations establishing categories of small community sewerage systems and household and small commercial subsurface sewage disposal systems from October 1, 1977 to July 1, 2025.

Increases the capacity threshold for systems classified as small community sewerage or household and small commercial subsurface sewage disposal systems from 7,500 gallons per day to 10,000 gallons per day or less.

Delegates authority to the Commissioner of Public Health to issue permits or approvals and hold public hearings for small community sewerage systems and household and small commercial subsurface sewage disposal systems.

Authorizes local directors of health or registered sanitarians to issue permits or approvals for these systems under minimum requirements established by the Commissioner of Public Health.

Makes regulations in effect as of July 1, 2025 applicable to small community sewerage systems and household and small commercial subsurface sewage disposal systems with a capacity of 10,000 gallons per day or less.
