SB 01005 Summary

• Establishes a task force to study comprehensive needs of children in Connecticut and how well educators, community members, and local and state agencies meet those needs.

• Task force shall provide recommendations to increase access to infant and toddler care, study the feasibility of adjusting school start times to improve student well-being, and conduct a needs assessment identifying gaps attributable to the COVID-19 pandemic.

• Task force membership includes representatives appointed under prior law plus a representative from the Connecticut Youth Services Association, with General Assembly members permitted to serve.

• Initial appointments must be made within 30 days of the bill's effective date, with the first meeting held within 60 days; administrative staff support provided by the joint standing committee on children.

• Task force must submit updated reports by January 1, 2023 and January 1, 2024, and terminates on the later of report submission or July 1, 2024.
