Amends Connecticut General Statutes section 17a-126(i) to allow transfer of guardianship subsidies and adoptive parent subsidies (under sections 17a-117 and 17a-118) to a successor guardian upon the death, severe disability, or serious illness of the current caregiver or adoptive parent.

Requires the successor guardian to meet the department's foster care safety requirements and be appointed as legal guardian by a court of competent jurisdiction.

Directs the commissioner to request that caregivers and adoptive parents identify a successor guardian in the subsidy agreement and any addendum to maximize federal reimbursement for the subsidized guardianship program.

Effective date: July 1, 2023.
