Adds first responders diagnosed with PTSD to the list of protected classes under Connecticut's life insurance anti-discrimination law (Section 38a-447), alongside race, sexual orientation, gender identity, domestic violence victims, and those with erased criminal records

Prohibits life insurance companies from charging higher premiums to first responders with PTSD compared to first responders without PTSD of the same age, sex, general health, and life expectancy

Bars insurers from making rebates, diminutions, or discounts on death benefits based on a first responder's PTSD diagnosis

Prohibits life insurance and annuity policies from excluding coverage solely because an applicant is a first responder diagnosed with PTSD

Effective October 1, 2023; "first responder" is defined by reference to Section 52-146v of the general statutes
