Establishes a 13-member task force to study the shortage of firefighters and emergency medical services personnel in Connecticut, with members appointed by legislative leaders, the Governor, and including the Commissioners of Emergency Services and Public Health

Task force must examine factors contributing to the shortage and study potential solutions including income tax credits for volunteer firefighters, college-to-career pipelines, tuition incentives, streamlined certification processes, and sustainable state training funding

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Report with findings and recommendations due to the General Assembly's public safety committee by January 1, 2024, at which point the task force terminates
