Establishes capacity building grants up to $50,000 for Connecticut brownfield land banks to cover operational expenses, with land banks required to match state funds and only receiving one grant per entity.

Expands the remedial action and redevelopment municipal grant program to include Connecticut brownfield land banks and economic development agencies as eligible recipients alongside municipalities for brownfield remediation and assessment projects.

Increases maximum individual grants from existing levels to $4 million for brownfield projects, with additional grants up to 50% of the original award available for cost overruns or enhanced remedial activities not exceeding $4 million total per project.

Grants priority consideration to brownfield projects located in federally designated opportunity zones as of July 1, 2019.

Effective date of October 1, 2023 for all amendments to sections 32-762, 32-763, 32-764, 32-766, and 32-767 of the general statutes.
