Authorizes the Commissioner of Early Childhood to allocate funds to regional educational service centers, bypassing standard state contracting requirements in sections 4-98, 4-212 to 4-219, 4a-51, and 4a-57 of the general statutes

Regional educational service centers may use funds to provide professional development, technical assistance, evaluation, and program planning/implementation activities

Eligible recipients include local and regional boards of education, school readiness programs, child care centers, group child care homes, family child care homes, and other early childhood care and education entities

Commissioner has discretion to determine which early childhood entities qualify and to set expenditure procedures and conditions

Effective date: July 1, 2023
