Housing authorities administering tenant-based rental assistance programs, including the federal Housing Choice Voucher program, must post payment standards on their websites within 30 days of setting or updating them, as defined in 24 CFR 982.4.

Posted payment standards must include a disclaimer informing program participants that maximum allowable payment standards may not be applied in full to actual rental rates in certain circumstances.

Posted materials must include all rules and regulations adopted by the housing authority regarding rental assistance programs.

Housing authorities must provide receipts to applicants stating the time and date of application and transmit application lists to the Commissioner of Housing as public records.

The Commissioner of Housing shall adopt regulations in accordance with chapter 54 concerning creation and maintenance of a state-wide waiting list for housing applications ordered by submission date.
