Establishes a Youth Advisory Council on Summer Camps within the Office of Early Childhood, effective July 1, 2023, to advise the Commissioner of Early Childhood on summer camp matters.

Council consists of 12 members representing Connecticut Camping Association, Connecticut Recreation and Parks Association, nonprofit and for-profit day camps, nonprofit and for-profit resident camps, sports camps, independent school camps, universities, and youth service organizations, with appointments made by legislative leaders and the Governor.

All council appointments must be made by September 1, 2023, with the first meeting scheduled no later than September 15, 2023.

Council shall meet at least quarterly, elect its own chairperson and officers annually, and maintain a quorum of at least 10 members; members serving without compensation shall automatically resign if missing 50% of annual meetings.

Office of Early Childhood provides administrative support; Commissioner must meet with council at least annually.
