Reduces the Public Utilities Regulatory Authority (PURA) from five commissioners to three, with no more than two from the same political party, effective October 1, 2023

Commissioners appointed on or after May 1, 2020 serve four-year terms, and those appointed on or after February 1, 2023 are limited to a maximum of three four-year terms

Commissioners annually choose a chairperson and vice-chairperson each June for one-year terms beginning July 1

Allows the chairperson to assign matters to one or more commissioners (rather than requiring a three-person panel), with unanimous decisions becoming the authority's decision and non-unanimous matters requiring majority vote of all commissioners

Maintains existing requirements that new commissioners have three or more years of experience in fields such as economics, engineering, law, accounting, finance, or utility regulation, with at least one commissioner having utility customer advocacy experience
