Changes the title of "ombudsman" to "ombudsperson" throughout Section 17a-210a for the Department of Developmental Services complaint resolution office, effective from passage.

Modifies the appointment process for the ombudsperson director to require the Governor appoint from a list of up to five candidates submitted by the Council on Developmental Services, with a four-year term and opportunity for reappointment.

Removes references to "day care programs" from Section 17a-217, keeping only day camp programs and recreational programs for children and adults with intellectual disability that nonprofits may apply for funding to establish or maintain.

Requires the Department of Developmental Services to define minimum staff and operational requirements, establish application procedures, and adopt regulations for grants to assist day camp and recreational programs, with grants limited to ordinary operating expenses excluding capital expenditures.

Updates Section 17a-277 to clarify that residential facilities must be licensed or certified by the Department of Developmental Services, Department of Children and Families, or Department of Public Health, and requires notification to the Commissioner when residents are transferred or returned.
