Repeals and replaces Section 19a-112h to expand HIV drug assistance from sexual assault victims only to a state-wide program for all individuals at risk of acquiring HIV.

Establishes a state-wide HIV pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) drug assistance program funded with at least $25,000 in appropriated AIDS Services funding annually.

Provides financial assistance including out-of-pocket costs, copayments, coinsurance, and deductible payments for uninsured and underinsured individuals for physician-prescribed PrEP and PEP consistent with CDC recommendations.

Prioritizes assistance for individuals with increased HIV risk or recent exposure who cannot afford prophylaxis medications and for whom the program is a payer of last resort.

Authorizes the Public Health Commissioner to adopt regulations and implement interim policies and procedures with notice published on the eRegulations System within 20 days of implementation.
