Department of Transportation shall restore Shore Line East service to pre-COVID-19 pandemic levels and purchase and install new rail cars for the Waterbury and Danbury branches of the New Haven Line.

Danbury branch of the New Haven Line shall be expanded to include the town of New Milford, and Waterbury branch shall be expanded to include the towns of Seymour, Shelton, and Derby.

Commissioner of Transportation must study the feasibility of establishing rail service between Hartford and Middletown and operating hybrid trains on the Danbury branch, with results due to the joint standing committee on transportation by February 1, 2024.

Commissioner is authorized to enter into agreements with the National Rail Passenger Corporation and with Massachusetts and Vermont to operate rail service on the New Haven-Hartford-Springfield rail line.

Commissioner is authorized to select through competitive processes and contract with operators for rail service on the New Haven-Hartford-Springfield rail line and Shore Line East rail line.
