Restore Shore Line East rail service to pre-COVID-19 service levels and purchase new rail cars for the Waterbury and Danbury branches of the New Haven line.

Department of Transportation shall study feasibility of a mobile application integrating real-time information on schedules, routes, trips and locations for commuter railroads, state buses, and transit districts, with findings due by February 1, 2024.

Department of Transportation shall conduct a fare equity analysis evaluating permanent fare-free bus service in compliance with Title VI of the Civil Rights Act of 1964 and Federal Transit Administration requirements, with results due by July 1, 2024.

Establish Connecticut Commuter Rail Council with 15 members appointed by various state officials to represent users of New Haven, Shore Line East, and proposed/new rail lines, with quarterly meetings required.

Allow municipalities to submit two applications per solicitation for community connectivity grant program projects, with at least one focused on infrastructure within three-quarters mile of a commuter rail station that includes sidewalks, bike facilities, and electric bicycle charging.
