Provides fare-free bus public transportation for persons with intellectual or developmental disabilities receiving services from the Department of Developmental Services, effective July 1, 2023, with costs paid by the Department of Transportation.

Offers reduced fares (50% of regular price) for intrastate commuter rail service to eligible persons with intellectual or developmental disabilities, effective July 1, 2023, funded by the Department of Transportation.

Requires the Commissioners of Transportation and Developmental Services to study statewide and local transportation needs for persons with intellectual or developmental disabilities by February 1, 2024, including service expansion, daily transportation needs, and underserved transit locations.

Directs transit districts to establish a process by January 1, 2024 allowing employers with 10+ employees with disabilities or community-based service providers to request construction and maintenance of bus stops or shelters at their locations.

Requires the Department of Developmental Services to issue a request for proposals by October 1, 2023 for nonmedical transportation services for persons whose needs are not served by existing public transportation, covering travel to work, education, medical appointments, and other activities.
