Reduces the legal blood alcohol content (BAC) limit for operating a motor vehicle from 0.08% to 0.05% for drivers age 21 and older, effective January 2, 2024.

Maintains lower BAC thresholds for commercial motor vehicle operators at 0.04% and drivers under 21 years old at 0.02%.

Applies the same reduced BAC limits to vessel operation under boating laws and to school buses or vehicles transporting children.

Prohibits health insurance policies from denying coverage for injuries sustained by individuals with elevated BAC levels, preventing discrimination based on alcohol involvement.

Establishes definitions for "drug recognition experts," "drug influence evaluations," and "advanced roadside impaired driving enforcement" programs to support enforcement of impaired driving laws.
