Commissioner of Transportation must establish a transportation carbon budget by July 1, 2030, and annually thereafter, in consultation with the Commissioner of Energy and Environmental Protection, setting maximum greenhouse gas emissions permitted from the transportation sector.

Commissioner of Transportation must adopt regulations by July 1, 2028, requiring transportation projects by the Department of Transportation, metropolitan planning organizations, and municipalities to comply with the carbon budget, excluding safety and maintenance projects.

Regulations must include methodology to calculate emissions from future projects and describe mitigation measures including public transportation improvements, bikeways, pedestrian walkways, and electric vehicle charging infrastructure to offset increased emissions.

Commissioner must implement a public outreach plan for stakeholder engagement and submit annual progress reports to the General Assembly from January 1, 2025 through January 1, 2030 regarding budget development and stakeholder collaboration.

Beginning July 1, 2030, and annually thereafter, Commissioner must submit the established carbon budget and any legislative recommendations to the joint standing committees on transportation and environment.
