Schools reporting high or disproportionate suspension and expulsion rates must develop and submit improvement plans to the Department of Education by July 1, 2024, and update them annually until rates improve.

The Department of Education must reclassify at least four unfilled positions by July 1, 2024 to provide support, monitoring, and oversight for schools implementing improvement plans.

School boards must provide a list of recommended mental health assessments by January 1, 2024, including the Columbia-Suicide Severity Rating Scale, for screening students at risk of suicide or experiencing mental health distress.

School boards must report annually through July 1, 2026 to the Juvenile Justice Policy and Oversight Committee and Department of Education on expelled students placed in alternative educational opportunities and how those opportunities compare to state standards.

The Department of Education must establish an advisory committee by July 1, 2024 to develop guidance on reducing suspensions and expulsions for preschool through grade 2 students and recommend developmentally appropriate interventions and conduct definitions.
