School resource officers assigned to schools must be covered by a memorandum of understanding between the school board and local law enforcement that specifies roles and responsibilities.

Memoranda of understanding must be maintained centrally in the school district and posted on the Internet websites of both the school district and individual schools.

Memoranda entered into or amended on or after July 1, 2021, must require school resource officers to complete social-emotional learning and restorative practices training provided to certified school employees.

Memoranda entered into or amended on or after July 1, 2023, must specify school resource officer duties and procedures concerning student restraint, firearm use, and school-based arrests.

All memoranda must include provisions addressing daily student-officer interactions and a graduated response model for student discipline.
